The Libération newspaper reported that auditors from the Inspection générale des finances had discovered that 38 of the 44 contracts drawn up during the period under review had been concluded by direct agreement (gré à gré), representing 87% of the contracts. According to the newspaper, this represents 5240.8 out of 5978.2 billion CFA francs committed.
Worse still, informs the newspaper, "the cumulative value of private-initiative bids (unsolicited bids and private-initiative bids) stands at 860.5 billion francs, or 16% of contracts". Worse still, says the same source, "among the eight amendments to these private-sector contracts, the Igf discovered that two had been signed in total violation of the regulatory ceiling of 30%, with reference to the related contracts".
This carnage was uncovered by an IGF audit commissioned by the Ministry of Finance and Budget. This revealed major breaches in public procurement. The report covers the period from 2019 to March 2024, at the end of the former president's reign. Macky Sall.
